Delaware: pen pal rules and how to send mail

Pen pal listings

We found no rule in this department's published policies that stops people here from being listed on a pen-pal site. Normal mail rules still apply, and no one may ask pen pals for money.

Sending mail to someone in Delaware

Personal letters to people in Delaware prisons go to a department-wide mail center, not to the prison. They are scanned, and the person receives a printed copy.

The department gives this address format for personal mail (each prison's page below fills in its own name):

“All non-legal mail is opened at this central facility operated by Pigeonly Corrections and scanned into a digital color copy. The copy is printed and delivered to the prison facility.” Department source

“Letters must be on paper that is no larger than standard paper size (8 1/2 x 11 inches) and must be sent in envelopes that are no larger than 4 x 9 1/2 inches.”

Electronic messages: On Pigeonly, you make an account, add the person by name and ID number, and pay per message. Step by step for each app. Department page.
